The PIF is in some trouble now and will most likely have to restructure slightly.

It would appear that there were lingering concerns about MBS as chairman and ultimate 'owner', even in a hands-off capacity. French football does not have the same finances - even Marseille (another PIF target). Rightly or wrongly, that doesn't mean that they can't adjust the structure of any investment vehicle which would seek to buy a Prem club. That's the cash cow they are after.

Marseille would be prestigious for the Saudis, but it would involve throwing money down a hole (like the Qataris with PSG). The Prem, at least, guarantees that a lot of cash comes back the other way through the TV deal etc.

The PIF wants a Prem club. But ownership is now officially problematic. Not that the French will care as much - Monaco is already part-owned by Russian financiers.
